Clean Building Energy Solutions LLC (CBES Energy) is an energy consulting and building compliance firm based in the Tri-Cities, serving building owners across Washington State. Our team combines over 10 years of building performance verification experience — including a background in building automation programming — with over 10 years of project management experience, including direct work on energy upgrade projects. That combination gives us a practical, execution-focused view of how buildings are supposed to perform, how upgrade projects actually get delivered, and how to keep your compliance project on schedule and on budget.
We hold credentials including the University of Wisconsin’s Building Enclosure Commissioning Process Provider (BECxP) and Commissioning Authority + Building Enclosure (CxA+BE) accreditation, and Washington State Qualified Energy Manager (QEM) certification. Under CBPS 017, our team qualifies as a Qualified Person, giving us direct authority to establish EUI targets, submit compliance documentation, and certify Energy Management Plans on your behalf.
We provide comprehensive Tier 2 CBPS compliance management — from benchmarking and building asset inventories to Operations & Maintenance programs and Energy Management Plans — and help building owners navigate Washington’s Clean Buildings Early Adopter Incentive program, capturing up to $0.30 per square foot (with enhanced rates up to $0.75/sq ft for qualifying multifamily properties).

CBPS Compliance Management
Full end-to-end compliance management for Washington’s Clean Buildings Performance Standard. CBES Energy handles utility data benchmarking in ENERGY STAR Portfolio Manager, building asset inventories, and complete state portal submission. Tier 2 requires accurate multi-year tracking — and buildings that miss the July 1, 2027 deadline face penalties of $0.30 per square foot.
Energy Management Plans & O&M
Custom Operations & Maintenance programs and long-term Energy Management Plans built around how your building actually runs. CBES Energy develops both to state standards, including equipment inventories, maintenance procedures, and energy tracking systems. An approved EMP and active O&M logs are required for Tier 2 compliance — and must stay current to protect your certified status.
State Incentive Navigation
CBES Energy identifies whether your serving utility participates in the Early Adopter Incentive Program and manages the full application. Base payments run $0.30 per square foot, with enhanced rates up to $0.75 for qualifying multifamily properties under an Anti-Displacement Agreement. Applications are due July 1, 2027 — the Tier 2 deadline. Funding is limited and first-come, first-served.
